Why Parking Type Suddenly Matters

Until recently, where your parking slot sat was a minor consideration, a matter of convenience and perhaps a small price difference between basement and stilt. The EV charging situation has turned it into something far more consequential.

The reason is fire safety. The Gurgaon fire-NOC dispute centred specifically on chargers in enclosed basements, where the fire department treated EV charging as a serious hazard. That concern is fundamentally about the enclosed, poorly ventilated nature of basement parking, the same charger in a well-ventilated open location does not raise the concern in the same way.

So the type of parking your slot sits in now directly affects whether you can install a charger without running into the sharpest part of the dispute. A slot in an enclosed basement is exposed to it. A slot in open or stilt parking largely is not.

This makes parking configuration a real factor in an EV owner's buying decision, in a way it never was before.

Enclosed Basement: The Contested Zone

Enclosed basement parking is where the fire-safety concern is sharpest, and where the Gurgaon dispute actually played out.

The concern is structural to the environment: an enclosed basement has limited ventilation, so in the event of a battery or electrical fire, heat and smoke are contained rather than dispersed. Access for firefighting is harder. This is why the fire department's classification of EV charging as akin to fuel dispensing bit hardest here. Why basement chargers were the ones societies were told to remove.

None of this means basement charging is permanently banned — the building code permits it subject to fire safety standards. The promised guidelines may establish conditions such as ventilation, detection and suppression that make it acceptable. But as of mid-2026, an enclosed basement is the location carrying the most unresolved risk.

If the only charging option in a project is in an enclosed basement, treat that as a genuine open question rather than a solved one, and ask the developer or society specifically how they are handling the fire-safety dimension.

Stilt and Open Parking: Generally Easier

Stilt parking — the open, pillar-supported ground level found in many Gurgaon buildings — and open surface parking sit much more comfortably with the fire-safety concern, because ventilation is inherent to them.

In an open or well-ventilated stilt configuration, the heat and smoke containment problem that makes enclosed basements contentious is largely absent. Air moves freely, access for firefighting is easier, and the fuel-dispensing analogy loses much of its force.

This does not mean these locations are exempt from safety standards — proper installation, load assessment and electrical safety still apply everywhere. But they are not at the centre of the dispute, and a charger in open or stilt parking is generally far less likely to run into the fire-NOC problem that has affected basement installations.

For an EV owner, this makes a slot in stilt or open parking materially more attractive than an equivalent basement slot, purely from the standpoint of being able to charge without controversy.

How This Should Affect Your Purchase

The practical implication is that, if EV charging matters to you, the parking configuration of your specific slot deserves attention when you choose a unit.

Establish where your allotted parking would actually be. In many projects parking is assigned, and the difference between a basement slot and a stilt or covered-open slot is not something you can change later. If the project offers a choice, or if slot allocation is negotiable, a location outside the enclosed-basement question is worth prioritising for an EV owner.

Ask the developer where charging is intended to be provided. Whether that provision is in the contested enclosed-basement category or in more ventilated locations. A developer that has thought about this will have designed charging into locations that avoid the sharpest fire-safety exposure.

In a resale purchase, find out which parking slot comes with the unit and whether it is a location where charging is actually feasible given the society's fire-NOC position.

This is a new consideration, and most buyers — and many sales teams — have not yet internalised it. That is precisely why asking about it is useful: it surfaces information the standard process overlooks.

Keeping It in Proportion

None of this should be overstated. Parking configuration is one factor among many. It matters specifically to buyers who own or intend to own an EV. For everyone else it is minor.

It is also a factor whose weight may change. If the fire department's forthcoming guidelines establish clear, workable conditions for basement charging — ventilation, detection, suppression — then enclosed-basement slots become less disadvantaged, and the gap between location types narrows. This is one more reason to track the guidelines rather than treat today's position as permanent.

For now, though, the sensible posture for an EV owner is straightforward: prefer a charging location outside the enclosed-basement question where you have the choice, ask specifically about parking configuration and charging provision when you evaluate a project, and treat a basement-only charging arrangement as carrying unresolved risk that belongs in your decision.

It is a small piece of diligence with a potentially large consequence for daily life. It is entirely knowable before you buy.

One caveat: the details here are current to mid-2026. Enforcement is changing on a rolling basis, so verify the latest position with the builder, the society and the authorities before you act.

It is also worth checking whether the parking allotted to your unit is even yours to modify. In some Gurgaon developments parking is common area allocated for use rather than separately owned, and the right to install fixed equipment on it is not the same as the right to park there. A charger is a fixed installation, so establish not just where your slot is but what your rights over it are — whether you can install at it, under what approval, and whether that right transfers cleanly to you on purchase. A perfect slot you are not permitted to alter is no better than a contested one.
