Why This Sits at Community Level in Gurgaon

Gurgaon grew faster than its municipal utilities, and the gap was filled by developers. The consequence is that in most of the city, water supply and power reliability are functions of your individual community's infrastructure and management rather than of a city-wide service.

This surprises people arriving from cities where both are reliably municipal, and it explains something that otherwise looks strange: why two apartments on the same road, at the same price, can deliver completely different daily experiences.

It also means that when you buy here, you are choosing an operator as much as an address. The equipment matters, but the discipline with which it is run, funded and maintained matters more, and that is a management question rather than a specification one.

None of this appears in a sales conversation, because it is not a selling feature — it is an operating reality. You have to ask.

Power Backup: The Question That Matters

The standard claim is one hundred per cent power backup, and it is nearly meaningless without a number attached. What you need to know is the backed-up load per apartment, expressed in kilowatts or in terms of what it will actually run.

The distinction that matters in Gurgaon is air conditioning. A backup provision that runs lights, fans and a refrigerator keeps a home functional in December and makes it uninhabitable during a May outage. A provision that runs at least one or two air conditioners is a completely different proposition, and in this climate it is the difference between a home that works year-round and one that does not.

Ask three things: the backed-up load per apartment, whether it covers air conditioning, and what the switchover time is. Then ask what happens to the common services — lifts, water pumps, the sewage plant, the basement drainage pumps — during an outage, because a building where the lifts work but the water pumps do not is only partly functional.

In an occupied community, ask residents how often the backup actually runs and whether it has ever failed. Frequency of use tells you about the grid supply locally, which varies more across Gurgaon than most buyers realise.

Water: Sources, Storage and Quality

Water is the more complex of the two. Establish the sources first: is the community on municipal supply, does it rely on borewells, does it buy tankers, or some combination? Most operate on a mix, and the proportions matter.

Then ask about storage capacity, expressed in days of normal consumption. A community with two days of storage is resilient to a routine supply interruption; one with a few hours is not. Summer is when this is tested, because consumption rises exactly when supply is most stressed.

Ask about treatment. Many premium communities run their own treatment plants, and some provide softened water, which matters in an area with hard groundwater — it affects everything from plumbing life to skin and hair to how quickly fittings scale.

Ask about recycling. A functioning sewage treatment plant with treated water reused for landscaping and flushing materially reduces the fresh-water requirement, which makes the community less exposed to supply shortfalls and lowers running cost.

Then ask the residents whether they receive tankers in May and June, and how often. That answer is the honest summary of everything above.

Communities that handle these well tend to share characteristics rather than a particular brand of equipment.

They have redundancy: more than one water source, more than one generator, pumps that are duplicated so that a failure is an inconvenience rather than an outage. They have storage sized for real conditions rather than minimum compliance. They have a treatment and recycling setup that is actually running rather than installed and idle.

They have a maintenance regime with documented servicing, and — critically — a sinking fund that anticipates replacing this equipment, because generators, pumps and treatment plant all have finite lives and replacing them is expensive.

And they have management that will answer these questions specifically and quickly. A facility manager who can tell you the backed-up load, the storage days and the last tanker purchase without checking is running a tight operation. One who is vague is telling you something.

In practice, larger and better-capitalised communities from developers with serious estate-management arms tend to do this better, simply because the systems are more expensive than a small community can easily fund.

How to Check Before You Buy

Ask for a site walk of the services, not just the show apartment. Most communities will allow it and the ones that refuse have answered a different question. Look at the generator room, the pump room, the water storage tanks and the treatment plant. Equipment that is clean, labelled and clearly maintained looks different from equipment that is not, even to a non-specialist.

Ask for the specifications in writing and get the backed-up load per apartment stated in the agreement or the allotment documentation where possible, rather than described verbally.

In a resale, read the notice board and the last few years of association communications, which will reveal any recurring water or power problems more honestly than anyone will tell you.

And weight this properly in your decision. Buyers routinely spend weeks comparing kitchen fittings and no time at all on the two systems that determine whether the home is comfortable in May and functional in a power cut. Of everything on a viewing checklist, these two questions have the highest ratio of daily impact to time spent asking.

A related point that rarely gets asked: what is the arrangement for refuelling generators during an extended outage, and does the community hold enough fuel on site to run through one? Prolonged grid failures are uncommon but not unheard of in NCR, and the difference between a community that can run its systems for a day and one that runs dry after four hours is entirely a matter of storage and planning. Ask the facility manager how long the community can operate independently. A confident, specific answer is a good sign about far more than fuel.
