Dubai looks expensive until you account for the tax you stop paying, and cheap until you meet the rent cheque. Both surprises land in the first month.

Why the Straight Comparison Misleads

Put a Dubai monthly budget next to a Gurgaon one and Dubai looks worse. Most people stop there, and it is the wrong conclusion for a reason that has nothing to do with the cost of groceries.

The UAE levies no personal income tax. For a household earning well in Gurgaon, income tax at the upper slabs plus cess is a very large annual number, and it disappears entirely. That single line usually outweighs every difference in the rest of the budget put together.

So the honest comparison is not Dubai spending against Gurgaon spending. It is Dubai spending against Gurgaon spending plus Indian income tax, measured against the same gross earnings. Run it that way and the answer changes for most professional households, which is precisely why the migration exists. What a Dubai Household Actually Spends

Published estimates put a family of four at roughly AED 20,000 to 35,000 a month covering rent, food, transport and general living, with some sources going as high as AED 50,000 for a fuller lifestyle including schooling and healthcare.

At about 24 rupees to the dirham, the common range is roughly 4.8 to 8.4 lakh rupees a month. The upper figure is roughly 12 lakh.

That spread is enormous, and it should be. It reflects the difference between a two-bedroom in Al Nahda and a villa in an established community, between one child in a CBSE school and two in a British-curriculum one. Anyone quoting you a single number for the cost of living in Dubai is not measuring anything. Living costs vary enormously by household and by district, and the ranges here are drawn from published secondary sources rather than from a single authoritative survey. Treat them as orientation and price your own situation.

Rent, and the Cheque Problem

Rent is the largest line and the one where the structure matters more than the amount.

Dubai tenancies are conventionally paid in advance by cheque, commonly one to four cheques covering the year. A single-cheque tenancy generally secures the best rate; more cheques cost more. This is unlike the Indian monthly-rent norm, and it means an arriving family needs a substantial lump sum available on day one rather than a monthly outflow.

Add to that the security deposit, agency commission, and the DEWA connection deposit. The practical effect is that moving to Dubai carries a front-loaded cash requirement that catches people out even when their monthly arithmetic worked.

The Costs Nobody Budgets For

Three items reliably surprise Indian families, and all three are structural rather than lifestyle.

The housing fee. Dubai levies a fee equal to 5 percent of your annual rent, collected in monthly instalments through your DEWA utility bill. On AED 80,000 of annual rent that is around AED 333 a month, roughly 8,000 rupees. It is not optional and it is not part of the rent you negotiated.

Cooling. Summer DEWA bills commonly run AED 900 to 1,500 against AED 500 to 800 in winter, and villas run considerably higher than apartments. A Gurgaon household is used to seasonal electricity swings, but the Dubai summer is longer and the load is continuous.

Schooling, if you have children. Indian-curriculum schools, predominantly CBSE with a smaller number offering ICSE, run roughly AED 5,000 to 30,000 a year, with published averages for CBSE schools around AED 14,000. That is about 1.2 to 7.2 lakh rupees per child per year. British and IB curricula cost considerably more. Fees are published by the schools and by the education regulator, so verify current figures directly rather than relying on any summary. Figures quoted are indicative and dated to mid-2026. Schools, authorities and utility tariffs publish their own current numbers, and those are the ones to work from.

Where Gurgaon Wins

It would be dishonest to write this without the other side.

Domestic help is cheaper and more readily available in Gurgaon, and for many households that is a real quality-of-life difference rather than a line item. Groceries for an Indian kitchen cost less in India, though Dubai's Indian retail is good and the gap is smaller than people expect. Healthcare in Dubai runs through mandatory insurance, and while the standard is high, the out-of-pocket structure is different from what an Indian family is used to.

Property is the biggest one. A comparable home in central Gurgaon may cost more than an equivalent in Dubai's outlying communities, but you own it in the currency you earn, without remittance limits, without foreign asset reporting, and without paying Indian tax on rent you receive abroad with no treaty credit available. And Gurgaon is where your family, your network and your business relationships probably already are. That is not a number, and it is usually the deciding factor.

How to Actually Run the Comparison

Build two columns for the same gross annual earnings.

In the Gurgaon column, put income tax at your actual effective rate, then rent or EMI, schooling, help, transport and living. In the Dubai column, put zero income tax, then the rent converted at a rate slightly worse than today's, the 5 percent housing fee, schooling at the specific schools you would realistically use, mandatory health insurance, and living costs at the upper half of the published range rather than the lower.

Then add the two things people forget. Flights home, several times a year, for a family. And the fact that VAT of 5 percent applies to most goods and services in the UAE, which is modest but real.

If the Dubai column still wins comfortably, the move is probably financially sound. If it wins narrowly, it is a lifestyle decision rather than a financial one, and it should be argued on those terms. Rupee conversions use roughly 24 rupees to the dirham as at July 2026.
