Moving to Dubai After Handover: A Practical Checklist

The handover email arrives and most buyers assume the work is done. What follows is a sequence of unglamorous administrative steps, and the order you do them in matters.
Handover Is a Process, Not a Date
For an off-plan buyer, handover arrives as a notification that the property is ready and payment of the final instalment is due. Many Indian buyers treat that as completion. It is closer to the start of a sequence that runs several weeks.
The sequence matters because the steps depend on each other. You cannot do much before the utilities are connected, you cannot let the property without registering the tenancy, and you lose your leverage on defects the moment you sign the acceptance.
What follows is the practical order. Specific requirements vary by developer and by community, so treat this as the shape of the process rather than a substitute for the developer's own handover pack. Rules and costs described here change without notice. Confirm the current position with the relevant UAE authority before making a decision that depends on it.
Snag First, Sign Second
This is the single most important thing in the article. Inspect the property thoroughly before you accept it.
Snagging means walking the unit and documenting every defect: finishes, fittings, doors and windows, plumbing, electrical points, air conditioning performance, water pressure, drainage falls in wet areas, and anything that does not match the specification you bought. Do it before signing the handover acceptance. Once you have signed to say you accept the unit, your position on defects weakens considerably and you are relying on whatever warranty terms your contract provides rather than on a condition of acceptance.

Utilities, and Why They Come Early
DEWA, the Dubai Electricity and Water Authority, supplies both. Activation requires the property documentation and a refundable deposit, and until it is done the property is not really usable or lettable.
Two things to know. First, the 5 percent housing fee on annual rental value is collected through the DEWA bill in monthly instalments, so it appears on your utility statement rather than anywhere you would expect it. Second, in many communities cooling is supplied by a district cooling provider separately from DEWA, with its own account, its own deposit and its own tariff structure. Establish which applies to your building, because district cooling charges surprise owners regularly.
Then internet and telecom, which are straightforward but require the DEWA connection to already exist in most cases.

Service Charges Start Now
From handover, you pay service charges for as long as you own the property, whether or not anyone is living in it.
Dubai service charges are levied per square foot and vary widely by segment. Published ranges run roughly AED 2 to 6 per square foot for villas, 8 to 16 for affordable apartments, 13 to 18 for mid-market and 18 to 30 for luxury stock. Ask for the current service charge schedule for your specific building rather than a community average, and ask whether a reserve fund contribution sits on top.
If You Are Letting It Out
Ejari is the registration system that makes a tenancy official in Dubai. A tenancy contract registered through Ejari is what allows your tenant to arrange utilities, obtain residence documentation and access dispute resolution, and it is the normal expectation rather than an optional formality.
Decide early whether you will use a property manager. Managing from India means someone has to handle viewings, tenant selection, the cheque cycle, maintenance calls and renewals across a time zone. Management fees reduce your net yield, and doing it yourself from Gurgaon usually costs more in problems than it saves in fees.
Then plan the Indian tax side before the first rent arrives, not after. Rental income from Dubai is taxable in India for a resident at slab rates, and the India-UAE treaty produces no credit because the UAE levies no personal income tax to offset. If You Are Moving In
Ownership and residency are separate things, and buying property does not by itself give you the right to live in Dubai. A qualifying property investment may support a Golden Visa application, but the visa is granted by the immigration authority under its own rules, not by the developer. Then the practical layer: health insurance, which is mandatory in Dubai, an Emirates ID, a UAE bank account, and a driving licence, where an Indian licence may or may not be convertible depending on current rules.
