DHBVN domestic electricity tariff 2026-27

Gurgaon is supplied by Dakshin Haryana Bijli Vitran Nigam (DHBVN). Its tariff is set by the Haryana Electricity Regulatory Commission (HERC), and for 2026-27 HERC changed nothing. DHBVN's Sales Circular D-06/2026 reproduces the 2025-26 and 2026-27 schedules side by side, and every domestic figure is identical.

The structure depends on your sanctioned load. Small connections up to 2 kW pay ₹2.20 for the first 50 units and ₹2.70 for the next 50. Homes up to 5 kW pay ₹2.95 for the first 150 units and step up to ₹7.10 above 500 units, with a ₹50 per kW fixed charge once consumption crosses 300 units. Most 3 and 4 BHK flats in Gurgaon have loads well above 5 kW, which puts them in Category III: ₹6.50 a unit from the first unit, ₹7.15 from 501, ₹7.50 above 1,000, and ₹75 per kW every month.

Category III is the one that matters for anyone buying a large flat or builder floor. There is no cheap starting slab, and the fixed charge alone on a 15 kW connection is ₹1,125 a month whether you use the air conditioners or not.

What a luxury flat's electricity bill looks like

We worked out the energy and fixed charges for a 10 kW Category III connection, assuming each slab is billed at its own rate. At 400 units a month the charge is about ₹3,350. At 800 units it is about ₹6,145. At 1,200 units, which a 4 BHK with several air conditioners can reach in June, it is about ₹9,075. At 2,000 units it crosses ₹15,000.

These figures leave out three things DHBVN adds on top. The tariff schedule itself says it excludes electricity duty, municipal tax and the fuel adjustment surcharge. The fuel and power purchase adjustment surcharge was 47 paise a unit for consumers over 200 units until March 2026, which alone adds about ₹560 to a 1,200-unit bill. Check your latest bill for the rate currently applied.

If DHBVN applies the higher slab rate to the whole bill rather than slab by slab, the amounts above will be higher. Your bill shows which method is used.

Electricity rates in Gurgaon societies on a bulk connection

Many Gurgaon societies take one bulk connection from DHBVN and bill residents through their own meters. HERC has a separate tariff for this: Bulk Supply (Domestic) at ₹5.80 a unit when consumption averages up to 800 units per flat a month and ₹6.60 above that, plus ₹150 per kW of recorded demand.

That ₹5.80 to ₹6.60 is what the society pays DHBVN. What you pay the society is usually higher, because the maintenance agency adds common-area power, transformer losses and power backup. If your society's grid rate looks well above the official bulk rate, ask the agency for the calculation.

Power backup (DG) charges

Backup power is the most expensive electricity a Gurgaon household buys. A Centre for Science and Environment study of NCR housing societies found diesel generator power cost ₹27 to ₹33 a unit once the capital cost of the set is included, against rooftop solar at under ₹10. That study is from January 2017, so treat it as a ratio rather than a current price.

We did not find a more recent published survey of DG rates in Gurgaon societies. The per-unit DG rate is normally set out in the maintenance agreement, so ask for it before you buy or rent. Diesel generators also face use restrictions in NCR during GRAP pollution stages, which is another reason new projects lean on gas-based or solar backup.

Commercial electricity rates in Gurgaon

HERC has merged the old non-domestic (commercial) category into LT and HT supply. A shop or office up to 10 kW now pays ₹6.45 per kVAh plus ₹100 per kW a month. Between 10 and 20 kW it is ₹6.80 per kVAh and ₹100 per kW. Between 20 and 50 kW it is ₹6.60 per kVAh with a ₹250 per kW fixed charge.

Above 50 kW, supply moves to HT rates: ₹6.95 per kVAh at 11 kV with ₹290 per kVA of contract demand each month. Note the kVAh unit. Commercial meters bill apparent energy, so a poor power factor costs money. DHBVN converts kWh at an assumed 0.9 power factor where needed.

Gurgaon water bill rates: MCG tariff 2026

Municipal Corporation Gurugram revised water charges from 1 April 2026 as part of a plan to raise tariffs by about 5% every year from 2024 to 2027. Residential users pay ₹3.04 per kilolitre up to 10 kL a month, ₹6.08 from 10 to 20 kL, ₹9.72 from 20 to 30 kL and ₹12.16 above 30 kL.

Group housing societies pay ₹6.08 per kL for the first 20 kL and ₹12.16 beyond. Institutional users pay ₹12.16 and industrial and commercial users ₹18.23. Late payment attracts a 10% penalty on the current bill, and disconnection or reconnection costs ₹1,000.

Water is cheap next to electricity. A family using 25 kL a month would pay about ₹140 in water charges at 2026 residential rates if each slab is billed separately. The real water cost in many new sectors is tanker supply when GMDA mains have not reached the project, which no tariff covers.

Sewerage charges and what we could not verify

Sewerage charges are billed by MCG alongside water, but we could not find the current Gurugram sewerage rate in an official notification or a news report naming the figure. Haryana issued a fresh notification on water and sewerage charges in municipal areas in 2026 (No. 9/64/2026-4C-II), and we will add its rates once we have read the text.

Likewise, GMDA's bulk water rate to developers and societies is set by GMDA notification and appears in project service estimates, not in any public schedule we could open. If you are comparing two societies, ask each for its last three water and electricity bills from the agency. That tells you more than any tariff table.

Frequently asked questions

For 2026-27, DHBVN domestic rates run from ₹2.20 per unit (first 50 units, load up to 2 kW) to ₹7.50 per unit (above 1,000 units, load above 5 kW). Most large flats fall in Category III at ₹6.50 to ₹7.50 a unit plus ₹75 per kW a month in fixed charges.

No. HERC's order dated 25 March 2026 kept the 2025-26 tariff for 2026-27, effective 1 April 2026. The last increase was in April 2025, when domestic slab rates went up by 20 paise a unit.

Domestic homes up to 5 kW pay no fixed charge up to 300 units a month and ₹50 per kW above that. Homes above 5 kW pay ₹75 per kW a month at all consumption levels. Bulk domestic supply to societies carries ₹150 per kW of recorded demand.

Societies on a single-point connection pay DHBVN the Bulk Supply (Domestic) rate of ₹5.80 a unit (up to 800 units per flat) or ₹6.60 above, plus ₹150 per kW of recorded demand. The society then bills residents, usually adding common-area power and backup costs.

Non-domestic connections now fall under LT supply: ₹6.45 per kVAh plus ₹100 per kW a month up to 10 kW, ₹6.80 up to 20 kW, and ₹6.60 with a ₹250 per kW fixed charge from 20 to 50 kW, for FY 2026-27.

MCG's 2026 residential water tariff is ₹3.04 per kilolitre up to 10 kL, ₹6.08 from 10 to 20 kL, ₹9.72 from 20 to 30 kL and ₹12.16 above 30 kL. Group housing societies pay ₹6.08 for the first 20 kL and ₹12.16 beyond. Rates rise about 5% in 2027.

Haryana's fuel and power purchase adjustment surcharge (FPPAS) was 47 paise a unit for consumers using more than 200 units a month, extended from January 2025 to March 2026. Check your current bill for the rate applied after March 2026.

A 2017 CSE study of NCR housing societies put diesel generator power at ₹27 to ₹33 a unit including the generator's capital cost. We found no newer published Gurgaon survey, so ask the society for its current DG rate.

How we compiled these figures

Electricity tariffs are taken from DHBVN Sales Circular D-06/2026 dated 13 May 2026, which reproduces HERC's FY 2026-27 order of 25 March 2026 next to the FY 2025-26 schedule. We read the scanned schedule page by page. Bill examples are our arithmetic using Category III rates and a 10 kW load, billed slab by slab, and exclude electricity duty, municipal tax and FPPAS. Water tariffs come from MCG's 2026 revision as reported by The Tribune. DG costs are from a 2017 CSE study and are flagged as dated. We could not verify current Gurugram sewerage charges or GMDA bulk water rates and have left them out. Reviewed each April when HERC issues its tariff order, and quarterly for surcharges.
