Cost of Buying Property in Gurgaon 2026: Every Charge on Top of the Base Price
By Aapt Dubey · Updated · 8 sources
On top of the base price, a Gurgaon buyer pays 5% GST on an under-construction flat (1% if it qualifies as affordable, none on a ready flat with completion certificate), stamp duty of 5% to 7%, a registration fee capped at ₹50,000 and loan fees. For a ₹3 crore under-construction flat bought by a man, that is about ₹37.5 lakh, or 12.5%.

What does it really cost to buy a flat in Gurgaon?
The price per sq ft on a brochure is never the cheque you write. On top of it sit taxes you cannot avoid (GST on under-construction homes, stamp duty and the registration fee), charges the developer passes on (EDC and IDC if they are not already in the base price, preferential location charges, club membership, the interest-free maintenance security, advance maintenance, parking and power backup), and your own costs (loan processing, legal checks, interiors).
The taxes are the big, predictable part, and they are not financed by your home loan. Below we work them out from official rates. The developer charges vary so much by project that the only reliable figure is the one on the price sheet for your unit, so ask for an itemised all-in number before you book.
GST on flats in Gurgaon: under-construction, affordable and ready
Since 1 April 2019, an under-construction home that is not affordable housing carries GST of 5% without input tax credit. An affordable home, defined by the GST Council as up to 60 sq m carpet in metros or 90 sq m elsewhere and priced up to ₹45 lakh, carries 1%. GST is paid with each instalment as the builder raises demands.
A ready flat is different. The CGST Act treats the sale of a building as outside GST, and construction of a building for sale is a taxable service only until the completion certificate. If the entire consideration is paid after the completion certificate (the occupation certificate in Haryana) or after first occupation, whichever is earlier, there is no GST. Resale flats bought from an owner are also outside GST.
That 5% is often the single biggest difference between two flats that look identically priced. On a ₹3 crore unit it is ₹15 lakh, which is why we always compare an under-construction flat against a ready one on an all-in basis.
Stamp duty and registration
Stamp duty in Gurugram's municipal limits is 7% for a man, 5% for a woman and 6% for joint owners, charged on the higher of the agreement value and the circle rate value. The registration fee is a slab that reaches its ₹50,000 maximum on any deed above ₹90 lakh, and a ₹200 HARIS service charge is added for a sale deed.
For an under-construction flat, stamp duty is paid when the conveyance deed is executed at possession, so it often lands in the same month as the possession demand. Budget for both together.
EDC and IDC: what they are and the 2026 rates
External Development Charges (EDC) pay for roads, water, sewerage and other infrastructure outside a licensed project, and Infrastructure Development Charges (IDC) fund state-level infrastructure. Both are levied by the Town and Country Planning Department on the developer per acre of licensed land, and the developer recovers them from buyers, either inside the base price or as a separate line per sq ft.
From 1 January 2026, EDC in Gurgaon, which is the only urban estate in Haryana's hyper potential zone, is ₹549.632 lakh per gross acre for group housing at 400 persons per acre, ₹412.224 lakh at 300 persons per acre, and ₹137.408 lakh for a plotted residential colony. These rates rise 10% every 1 January under a December 2024 Cabinet decision. IDC for group housing in the hyper potential zone is ₹625 per sq m, and ₹500 per sq m for plotted residential.
EDC is a big revenue line for the state. DTCP's own dashboard shows EDC receipts from the Gurgaon-Manesar urban complex of ₹3,526 crore in 2023-24 and ₹3,516 crore in 2024-25. If a price sheet lists EDC/IDC separately, ask whether future increases will be passed on and get the answer in the agreement.

Worked example: ₹3 crore flat, under construction vs ready
Here is the statutory and finance cost on a ₹3 crore flat inside Gurugram municipal limits, with a ₹2 crore home loan at a 0.5% processing fee. Taxes on the processing fee and developer charges such as PLC, club or IFMS are left out because they vary by bank and project; add them from your own price sheet.
The pattern is clear. A man buying under construction pays about 12.5% on top; a woman buying a ready flat pays about 5.5%. The single largest swing factor is GST, followed by whose name is on the deed.

How the total changes by buyer and property type
The same ₹3 crore can cost anywhere from ₹16.5 lakh to ₹37.5 lakh in statutory and loan charges depending on two choices: ready or under construction, and whose name goes on the deed. For a ₹45 lakh affordable flat the arithmetic is gentler: 1% GST is ₹45,000, stamp duty at 7% is ₹3,15,000 and the registration fee is ₹25,000 in the ₹40 to 50 lakh slab, so about ₹3.85 lakh in all.

Developer charges and other costs to ask about
Beyond the taxes, Gurgaon price sheets commonly list preferential location charges for floor, view or corner position, car parking, club membership, power backup, an interest-free maintenance security (IFMS), advance maintenance for a fixed period, and utility connection charges. We have not found an official or independently published range for these that holds across projects, so we do not quote one; the amounts differ widely between a mid-segment launch and a Golf Course Road tower. Get them in writing, per unit, before booking.
On a resale purchase there is no GST, but the buyer has to deduct TDS from the payment to the seller under the Income Tax Act, at a higher rate if the seller is an NRI, so get your chartered accountant involved before the token cheque. Interiors on a warm-shell handover and the first year of maintenance and property tax are the two costs first-time buyers most often forget. Our maintenance and property tax pages put numbers on both.
Frequently asked questions
For a ₹3 crore under-construction flat bought by a man inside municipal limits, GST, stamp duty, registration and a typical loan processing fee add about ₹37.5 lakh, or 12.5%. A woman buying a ready flat with occupation certificate pays about ₹16.5 lakh, or 5.5%, before developer charges.
No, if the entire consideration is paid after the completion (occupation) certificate or first occupation, whichever is earlier. The CGST Act treats such a sale of a building as outside GST. Resale flats are also outside GST.
5% without input tax credit for non-affordable homes and 1% for affordable homes (up to 60 sq m carpet in metros or 90 sq m elsewhere, priced up to ₹45 lakh). These rates have applied since 1 April 2019.
EDC (External Development Charges) and IDC (Infrastructure Development Charges) are levied by DTCP Haryana on developers per acre and recovered from buyers. From 1 January 2026 EDC for group housing in Gurgaon is ₹549.632 lakh per gross acre at 400 persons per acre, rising 10% every January; IDC is ₹625 per sq m.
Stamp duty and registration are paid from your own funds; banks lend against the property value. GST is billed with each builder instalment, so it is paid alongside the instalments your loan or savings fund.
It varies by lender. ICICI Bank publishes a processing fee of 0.5% of the loan amount plus applicable taxes, so ₹1 lakh plus taxes on a ₹2 crore loan.
Yes. Inside Gurugram's municipal limits a woman pays 5% against 7% for a man and 6% for joint owners. On a ₹3 crore flat the saving is ₹6 lakh against sole male ownership.
Common items are PLC, car parking, club membership, power backup, IFMS, advance maintenance and utility connection charges, plus EDC/IDC if not included in the base price. Amounts vary by project, so ask for an itemised all-in figure for your unit before you book.
How we compiled these figures
GST rates and the affordable housing definition are from the GST Council's 34th meeting decisions published by PIB on 19 March 2019; the treatment of ready flats is from Schedules II and III of the CGST Act as published by CBIC. Stamp duty rates are from The Tribune's June 2025 report; registration fee slabs and the HARIS charge are from the Haryana schedule on jamabandi.nic.in. EDC rates are from DTCP Haryana's memo of 14 January 2026 and IDC rates from DTCP's published charges table; EDC receipts are from DTCP's town-wise EDC dashboard. The processing fee is from ICICI Bank's published rates page. Worked examples are our arithmetic for a property inside Gurugram municipal limits and assume the agreement value exceeds the circle rate. Developer charges (PLC, club, IFMS, parking, brokerage) are excluded because we could not find a reliable published range. Reviewed quarterly.
