By Aapt Dubey · Updated · 12 sources
Women in Haryana pay 5% stamp duty on urban property against 7% for men, and 4% against 6% in Delhi, so a ₹2 crore Gurgaon flat in a woman's name saves ₹4 lakh. Women hold 32.2% of India's outstanding home loans (December 2025) with a larger average ticket than men, and about 89 lakh PMAY-Urban houses are in women's names or joint names.

Stamp duty for women in Haryana and Gurgaon
Haryana charges women 2 percentage points less stamp duty than men. Inside municipal limits, which covers the Gurugram sectors under the Municipal Corporation, a woman pays 5%, a man 7% and joint owners 6%. Outside municipal limits the rates are 3% for women, 5% for men and 4% for joint owners. The Chief Minister confirmed in August 2025 that the 7% and 5% urban rates, which include a 2% development fee, have not changed since 2008.
The saving scales with the deal. On a ₹2 crore flat in Gurgaon the stamp duty is ₹14 lakh in a man's name and ₹10 lakh in a woman's name, a ₹4 lakh difference. Joint ownership with a woman saves ₹2 lakh. On a ₹10 crore Golf Course Road apartment, buying in a woman's name saves ₹20 lakh. Stamp duty is charged on the higher of the deal value and the circle rate value, so check both.
One practical warning from our side: the woman on the deed should be a genuine owner, with her own name on the payment trail or the home loan where possible. Putting a deed in a spouse's name purely to save duty has tax and inheritance consequences that are worth a conversation with your CA first.

Stamp duty for women in Delhi, and other states compared
Delhi has the same 2 point gap at a lower level: 4% for a woman buyer and 6% for a man, plus a registration fee of 1% of the deed value and a ₹100 pasting charge, according to the Delhi Revenue Department. A ₹3 crore Delhi builder floor bought by a woman therefore carries ₹12 lakh of stamp duty instead of ₹18 lakh.
Several other states offer a smaller, 1 point concession. As summarised by Outlook Business in July 2024, women pay 5% against 6% in Rajasthan and Punjab, 6% against 7% in Uttar Pradesh and 4% against 5% in Maharashtra, while Himachal Pradesh charges 4% against 6%. These are headline rates; several states add cesses, surcharges or value caps on the concession, so confirm the current rule with the state registration department before you budget.

How many home loan borrowers in India are women?
Roughly a third, depending on how you count. CRIF High Mark's March 2026 report puts women's share of the outstanding home loan book at 32.2% in December 2025, up from 32.0% a year earlier, on a portfolio of ₹13.8 lakh crore. Of new home loans in April to December 2025, women accounted for 33.2% by value and 31.1% by number. That share has barely moved in two years.
Women also borrow more per loan. Their average home loan ticket rose from ₹28.7 lakh in 9M FY24 to ₹33.9 lakh in 9M FY26, while men's went from ₹28.2 lakh to ₹30.7 lakh. The 31 to 40 age group takes the largest share of women's home loans, at 41.2%.
A very different number comes from Urban Money, which found women made up only 11% of home loan approvals in 2025 across 13 housing markets, with an average loan of ₹23 lakh against ₹29 lakh for men. The two are measuring different things: CRIF High Mark is a credit bureau drawing on lender records nationally, while Urban Money's figure covers approvals in 13 cities, and neither report reconciles the gap. Both point the same way on one thing that matters to us. In Gurugram, women's average loan was ₹64.5 lakh against ₹57.8 lakh for men, one of only two markets where women out-borrow men.

Women in India's wider credit market
Home loans are the biggest single piece of women's borrowing. TransUnion CIBIL's 2025 data, reported in April 2026, shows women hold 26% of all system credit, a portfolio of ₹76 lakh crore, and credit penetration among women rose from 19% in 2017 to 36% in 2025.
CRIF's product split shows where women are strongest: gold loans (43.5% of that portfolio), education loans (36.7%) and home loans (32.2%) as of December 2025. Housing is where the money is, though: at ₹13.8 lakh crore it is nearly double women's gold loan book.

PMAY: how many government-backed homes are owned by women?
The Pradhan Mantri Awas Yojana requires the house to be in the name of the woman of the household or in joint names, and the numbers show it. Under PMAY-Urban, about 89 lakh of the more than 1.18 crore houses sanctioned were in a woman's name or joint names by December 2024, roughly three in four. Under PMAY-Gramin, about 74% of houses are owned by women solely or jointly, and the rural ministry has set a 100% target.
Under the newer PMAY-Urban 2.0, about 75,417 houses had been sanctioned specifically in the name of women, including single women and widows, by August 2025. These schemes sit far from Gurgaon's luxury market, but they are the main reason India's female property ownership has grown at the lower end.

What women homebuyers want: survey data
Anarock's H2 2024 Consumer Sentiment Survey, released in February 2025, gives the best recent picture of women buyers. Real estate was the preferred asset class for 70% of women, up from 65% in H2 2022, while stocks fell to 2% and gold rose to about 12%. Women's end-use to investment ratio was 69:31, against 79:21 two years earlier, so more women are buying property as an investment.
Women are also buying bigger tickets. At least 52% preferred homes priced above ₹90 lakh, against 47% in H2 2022. Ready-to-move preference fell from 48% to 29% over the same period. The coverage does not give the number of women in that survey; Anarock's H1 2025 round, for scale, had about 8,250 respondents split evenly by gender.
Women are more present in buying decisions too. Magicbricks' August 2026 survey of 2,769 prospective buyers had 40% female participation, up from 18% in its previous edition. Urban Money says women appear on about 30% of property registrations, though it does not publish the dataset behind that figure.

How we compiled these figures
Stamp duty rates for Haryana come from The Tribune's June 2025 report and the Chief Minister's August 2025 statement; Delhi rates are from the Delhi Revenue Department's property registration page, read on 16 October 2026. Other states' rates are as summarised by Outlook Business in July 2024 and should be checked against each state's current schedule. Savings are our own arithmetic on the headline rates and exclude registration fees and cesses. Home loan data comes from CRIF High Mark's March 2026 Women's Day report (read in the original PDF) and Urban Money's 2025 analysis as reported by Outlook Money; the two use different definitions and are not directly comparable. PMAY figures come from PIB releases and the Ministry of Rural Development via IANS. Survey figures are from Anarock and Magicbricks as reported by Business Standard and NBM&CW. Updated quarterly.
