What is the circle rate in Gurgaon for 2026-27?
The circle rate, which Haryana calls the collector rate, is the minimum value the sub-registrar will accept for registering a property. Gurugram's final list for 2026-27 was signed off by the Deputy Commissioner-cum-Registrar and applies from 1 April 2026. It is issued tehsil by tehsil: Wazirabad covers Golf Course Road, the DLF phases and Sectors 58 to 63A; Badshahpur covers most of Golf Course Extension Road and the Southern Peripheral Road; Kadipur covers the Dwarka Expressway sectors 99 to 110; Manesar and Harsaru cover New Gurgaon; Sohna has its own list.
Each list gives two kinds of rate. Plots and land are priced per square yard. Flats in group housing, builder floors and some named projects are priced per square foot. Every row shows the old 2025-26 rate beside the new one and the percentage change, so the comparison below comes straight from the official documents rather than from news estimates.
This is the third revision in under two years. Haryana raised rates by 10% to 30% from 1 December 2024, according to The Tribune, and again from 1 August 2025, according to a PTI report. The April 2026 list is the one in force today.
Sector-wise circle rates for residential plots, 2025-26 vs 2026-27
Plot rates moved far more than flat rates this year. The old Golf Course Road sectors, 42, 53 and 54, were each lifted 60%, and Sector 43 by 45%. DLF Phase V went up 75%, while Phases I to IV rose 45%. Sector 60 on Golf Course Extension Road also went up 75%, but neighbouring Sectors 58 and 62 rose only 25%.
On the newer corridors the jumps were similar in percentage terms but from a lower base. Dwarka Expressway Sectors 99 to 110 rose 45% to ₹83,520 per sq yd, and the Southern Peripheral Road belt of Sectors 71 to 75A in Kadipur went up 75% to ₹96,600. In Manesar tehsil some New Gurgaon sectors did not move at all: Sectors 82 and 87 stayed almost flat.

Which sectors saw the biggest circle rate hike?
The 75% bracket is where the administration felt the old rate was furthest behind the market: DLF Phase V, Sector 60, the SPR sectors 71 to 75A and Sohna's developed sectors. The 60% group is the Golf Course Road core. Most of the rest sit at 25% to 45%.
Two things stand out to us. First, the hikes track where plot prices have actually run up, which is the stated aim of narrowing the gap between registered and market values. Second, the official list is not the same as the projections that circulated in April. Square Yards had projected Sector 15 residential plots at ₹1,24,700 per sq yd, up 45%, whereas the final Gurugram tehsil list put Sector 15 at ₹1,49,600, a 60% rise. Always use the notified list, not a forecast.

Circle rates for flats and apartments in Gurgaon
If you are buying an apartment, the plot table is not your number. Flats in licensed group housing have their own per sq ft rate, and almost all of them rose by about 10% this year. In the Golf Course Road sectors (15, 27, 28, 30, 31-32A, 39 to 43, 45, 46, 50 to 57) the rate went from ₹9,800 to ₹10,780 per sq ft. Flats in licensed colonies in Sectors 58 to 63A went from ₹9,000 to ₹9,900.
A handful of luxury projects carry named rates. The Aralias, The Magnolias and The Camellias share the top rate of ₹43,340 per sq ft. The Crest and The Icon are at ₹20,790, and The Carlton at ₹18,260. In Badshahpur, M3M Merlin and Golf Estate are at ₹11,500. Further out, the rate drops sharply: ₹6,950 in Sectors 62, 65, 66 and 69 to 72, ₹6,400 in Sectors 63 to 68, 75, 76 and 78, and ₹6,000 on Dwarka Expressway Sectors 99 to 110.

Circle rates for builder floors
Builder floors in licensed colonies and HSVP (old HUDA) sectors are priced per sq ft of the floor, not per sq yd of the plot. In Wazirabad, which takes in DLF City and the Golf Course Road sectors, the floor rate went from ₹10,300 to ₹11,330. In Badshahpur it moved from ₹9,100 to ₹10,000, in Kadipur from ₹7,000 to ₹7,500, in Harsaru from ₹8,000 to ₹8,500, and in Sohna from ₹5,500 to ₹6,000. Manesar lists independent floors by private developers in Sectors 76 to 90 at ₹8,300, up from ₹7,500.
So a 2,000 sq ft floor in a DLF phase now has a registration floor of about ₹2.27 crore at ₹11,330 per sq ft, before any loading the sub-registrar applies for corner or park-facing plots.
How does the circle rate affect stamp duty in Gurgaon?
Stamp duty and the registration fee are charged on the higher of the deal value and the circle rate value. In Gurugram's municipal limits the duty is 7% for a man, 5% for a woman and 6% for joint ownership, according to rates reported by The Tribune. If your agreed price is above the collector value, the hike changes nothing for you. If it is below, you pay duty on the collector value anyway.
A worked example: 1,000 sq ft of flat in a Golf Course Road sector has a 2026-27 collector value of ₹1,07,80,000 (1,000 × ₹10,780). At 7% that is a minimum stamp duty of ₹7,54,600; a year earlier, at ₹9,800, the same floor was ₹6,86,000. For a 1,000 sq ft unit in The Camellias the collector value is ₹4,33,40,000, so the minimum duty at 7% is ₹30,33,800.
The lists also carry loadings that raise the value. The Wazirabad notes add 15% for plots open on two or three sides and 15% for park-facing plots, and 20% for prime land within 2 acres of any 33-foot road. Land on the Southern Peripheral Road gets 10% more, and land on Gurugram-Sohna Road or NH-48 25% more, up to a depth of 2 acres. Badshahpur applies 10% for corner and park-facing plots.
Circle rate vs market price: what buyers should take from this
Circle rates follow the market, they do not lead it. In the established flat market the new rates are still well below what resale and new launches actually trade at, so for most apartment buyers on Golf Course Road or the Extension Road the duty is paid on the agreement value, not the circle rate. The plot and builder-floor market is different: a 45% to 75% jump in one year brings the registration floor much closer to transaction prices, and that is where buyers and sellers will feel it.
Practical steps: check which tehsil your sector falls under, read the exact row for your colony and property type, and work out stamp duty on the higher of the two values. If you are comparing a deal registered before 1 April 2026 with one after, adjust for the change. And for anything unusual, such as land with change of land use, the lists apply multiples of the agricultural rate (three times for plotted colonies, four times for group housing, five times for commercial) rather than the sector rate.
Frequently asked questions
It depends on sector and property type. Under the final 2026-27 list effective 1 April 2026, residential plots in Sectors 42, 53 and 54 are ₹1,49,760 per sq yd and group housing flats in the Golf Course Road sectors are ₹10,780 per sq ft. Dwarka Expressway Sectors 99 to 110 are ₹83,520 per sq yd for plots and ₹6,000 per sq ft for flats.
Residential plot rates rose 25% to 75% in most sectors, with a few New Gurgaon sectors unchanged. Group housing flat rates rose about 10% almost everywhere, for example ₹9,800 to ₹10,780 per sq ft in the Golf Course Road sectors.
The Aralias, The Magnolias and The Camellias share a collector rate of ₹43,340 per sq ft for 2026-27, up 10% from ₹39,400 in 2025-26. It is the highest flat rate in the Gurugram lists.
For 2026-27, residential plots in Sectors 42, 53 and 54 are ₹1,49,760 per sq yd and Sector 43 is ₹1,35,720. Flats in group housing in these sectors are ₹10,780 per sq ft, while The Crest and The Icon have a project rate of ₹20,790 per sq ft.
On whichever is higher. If your agreement value is above the collector value, duty is on the agreement value. If it is below, duty is charged on the collector value. In Gurugram municipal limits the duty is 7% for men, 5% for women and 6% for joint owners.
Builder floors in licensed colonies and HSVP sectors are rated per sq ft. For 2026-27 it is ₹11,330 in Wazirabad (DLF City and Golf Course Road sectors), ₹10,000 in Badshahpur, ₹8,500 in Harsaru, ₹7,500 in Kadipur and ₹6,000 in Sohna.
The Gurugram district administration publishes the final collector rate list for 2026-27 as nine tehsil-wise PDFs on gurugram.gov.in, under Final Collector Rate Year 2026-27. The sub-registrar's office for your tehsil can confirm the exact row for your property.
Usually once a year, but revisions have been frequent lately: rates rose from 1 December 2024 and again from 1 August 2025, and the current 2026-27 list took effect from 1 April 2026.
How we compiled these figures
All rates are taken from the final collector rate lists for 2026-27 published by the Gurugram district administration for Tehsils Wazirabad, Badshahpur, Kadipur, Manesar, Harsaru and Sohna, effective 1 April 2026. Each list prints the 2025-26 rate beside the 2026-27 rate and the percentage change; we read the scanned PDFs page by page and checked every figure on this page against the rendered page image, because machine text extraction of these scans is unreliable. Plot rates are residential (niwasiya) rows in ₹ per sq yd; flat and builder-floor rates are ₹ per sq ft as printed. Where a sector appears in two tehsils with different rates (Sector 63 is in both Wazirabad and Badshahpur lists), we show the row as printed in each list. Stamp duty examples are our arithmetic using the duty rates reported by The Tribune. We will review this page each quarter and whenever the district notifies a new list.
