How many projects are registered with RERA Gurugram?
RERA Gurugram registered 131 projects in calendar 2025, according to the regulator's data reported by Outlook Money in January 2026. Those projects carried an approved value of ₹86,588 crore and released 35,455 units, of which 31,455 were residential. The other 4,000 were shops and offices.
The pace has held up in 2026. HRERA Gurugram approved 51 projects in the first six months of the year, worth around ₹34,000 crore by Business Today's conversion, with 16,727 units including 15,403 homes. Eleven large projects alone account for about ₹25,000 crore of that.
On a cumulative basis, the authority's own 2023-24 annual report says 877 projects had been registered by the end of October 2024, with total investment of nearly ₹3 lakh crore. In February 2020 the then chairman put the figure at 400 projects and about 2.5 lakh residential units under supervision. So the register roughly doubled in under five years.

What kinds of projects got registered in FY 2024-25?
Group housing dominated. Of the 129 projects registered between April 2024 and March 2025, 58 were group housing, 18 were residential floors, 17 were commercial colonies and 11 were DDJAY plotted colonies. Affordable group housing fell to 5 projects, down from 9 the year before.
The money tells the same story. HARERA's chart of project cost by category for FY 2024-25 adds up to about ₹96,915 crore, and the single largest category is about ₹62,566 crore. For a buyer, the shift matters: the pipeline in Gurgaon is now mostly high-rise premium and luxury housing, and affordable supply under the 2013 policy is drying up.

How many complaints has HARERA Gurugram disposed of?
As of April 2026, RERA Gurugram had disposed of 93.62% of the 17,893 complaints registered with it. The Tribune, reporting the authority's figures, says that is the highest disposal rate in the country, ahead of UP RERA at 86.71% of 60,021 complaints, Maharashtra at 82.03% of 34,485 and Karnataka at 81.54%. Gurugram is third by volume of complaints.
The same report says the authority has cleared all 2,174 cases that were pending as of 31 March 2025, the oldest dating to 2018. Everything still being heard now relates to 2025 or later. In 2025 the authority decided 5,024 complaints.
The annual reports give the financial-year split for the main authority bench. Filings have risen every year, and in FY 2024-25 disposals overtook new filings for the first time in this series.

How long does RERA Gurugram take to decide a complaint?
Expect around a year. The authority itself put its average disposal time at 12 to 15 months in April 2026, and set a target of bringing that down to 6 to 9 months. That is still far quicker than a consumer court or civil suit in most cases.
Compensation claims go to the Adjudicating Officer, which is a separate and slower track. In FY 2024-25 the Adjudicating Officer received 280 cases and disposed of 151. Execution, where the buyer already has an order and needs it enforced, is the real bottleneck: 1,064 execution cases were filed that year and 371 were disposed of. Winning an order and getting paid are two different things, and buyers should budget time for both.

How many real estate agents are registered with HARERA Gurugram?
New agent registrations roughly doubled in a year. HARERA Gurugram registered 820 agents in FY 2024-25 and renewed 282, against 408 new registrations and 250 renewals in FY 2023-24. In FY 2021-22 the figure was 259. The authority credits easier paperwork and a busy market.
Before you deal with any broker in Gurgaon, ask for the HARERA agent registration number and check it on the authority's portal. An unregistered agent cannot legally market a registered project, and HARERA's annual reports warn the public to avoid dealing with them.

What penalties has HARERA Gurugram imposed on builders?
The biggest fines in the latest annual report are for selling before registration. In FY 2024-25 HARERA imposed ₹1.5 crore on 1000 Trees Housing for not registering a project 12 years after its 2012 licence while selling units, and ₹50 lakh on Coral Realtors for advertising and creating third-party rights before registration.
The Adjudicating Officer awarded ₹25.5 lakh in compensation in FY 2024-25, against about ₹1.71 crore in FY 2023-24. As early as February 2020 the authority said it had issued 509 penalty notices and imposed ₹40 crore of penalties on errant builders. The Act allows a penalty of up to 10% of project cost for selling an unregistered project, which is why serious developers now register before the first advertisement.
What these numbers mean if you are buying in Gurgaon
Three things stand out. First, supply is heavy and premium. Around 130 projects a year are being registered, and most of the value sits in group housing, so buyers have choice and some negotiating room in the luxury bracket.
Second, the complaint route works, but slowly. A disposal rate above 93% means you will get a decision. Execution is where cases stall, so a builder with a long execution record against it is a red flag even if it lost every case.
Third, do your own checks. Look up the project's HARERA registration, its quarterly progress reports and any orders against the promoter before paying the booking amount. Our RERA checklist walks through each step.
What interest does HARERA award for delayed possession?
HARERA awards delay interest at the State Bank of India's highest marginal cost of lending rate plus 2%. In a 29 September 2026 order covering 26 buyers in Agrante's Kavyam affordable project in Sector 108, that worked out to 10.80% a year on the amount paid, running from the due date of 20 August 2023 until offer of possession plus two months.
The same rate cuts both ways: a buyer who delays payments pays the builder 10.80%. Arrears were to be paid within 90 days and monthly interest thereafter. The rate moves with SBI's MCLR, so check the current figure on the date of your order. Our possession delay statistics page tracks how often this happens in Gurgaon.

How we compiled these figures
Figures for projects, agents, cases and penalties by financial year come from HARERA Gurugram's own annual reports (Form ARA) for FY 2021-22 to FY 2024-25, downloaded from haryanarera.gov.in (via archived copies where the live site did not respond). Calendar-year and 2026 figures come from press reports that cite RERA Gurugram data. FY 2022-23 complaint figures are omitted because the scanned report did not give legible totals. The FY 2024-25 project value is our sum of the category values in HARERA's own chart. We update this page quarterly and when a new annual report is published.
