How many projects are registered under RERA in India?

The housing ministry's September 2025 update put the national count at 1,51,113 registered projects, 1,06,545 registered agents and 1,47,383 complaints disposed of. Those numbers were shared at the fifth meeting of the Central Advisory Council on 4 September 2025, the same day the ministry launched a unified RERA portal meant to pull every state's project data into one place.

The growth has been steep. Anarock's reading of ministry data put registrations at 71,307 in November 2021 and 1,16,117 by November 2023. The Economic Survey 2023-24 counted 1,30,186 by July 2024. The jump from November 2023 to September 2025 alone is about 35,000 projects, or roughly 30%. Part of that is more launches; part is states that were slow to register projects catching up.

Thirty five states and UTs had a regulatory authority and 29 had an appellate tribunal at the September 2025 count. For a buyer the practical point is simple: if a project above the size threshold is selling without a RERA number, walk away.

RERA complaints disposed: the national trend

Complaints disposed of rose from about 1,00,949 in October 2022 to 1,47,383 in September 2025. Anarock's October 2022 count came from ministry data; the Economic Survey recorded 1,24,947 by 1 July 2024. That is roughly 46,000 cases closed in three years, or a little over 15,000 a year across the country.

Two caveats matter. First, 'disposed' means an order was passed. It does not mean the buyer was paid or handed the keys; enforcement of refund and interest orders is a separate fight, often through the district administration. Second, the ministry's headline tally does not publish total complaints filed, so a national disposal rate cannot be worked out from it. The state numbers below fill part of that gap.

Registered agents followed the same curve: 82,755 in November 2023, 88,461 in July 2024 and 1,06,545 in September 2025, a 29% rise in under two years.

Which state has the most RERA projects?

Maharashtra, by a wide margin. MahaRERA had registered 53,012 projects by December 2025, according to the state's Economic Survey 2025-26. Set against the national 1,51,113 of September 2025, that is roughly a third of every RERA project in India, from one state. Anarock's November 2023 analysis gave Maharashtra a 36% share, followed by Tamil Nadu at 16%, Gujarat at 11% and Telangana at about 7%.

Part of the reason is sheer market size across Mumbai, Thane and Pune, and part is that MahaRERA enforced registration strictly from its start in 2017. Uttar Pradesh, despite Noida and Greater Noida, registers far fewer projects: UP RERA registered 197 projects in 2023, 259 in 2024 and 308 in 2025, and 143 in the first half of 2026. Gurugram RERA alone registered 131 projects in 2025, covering 35,455 units.

RERA complaint disposal rate by state

RERA Gurugram has the best disposal rate among the big regulators: 93.62% of its 17,893 registered complaints, per the ministry's RERA tracker as reported by The Tribune in April 2026. UP RERA has disposed of 86.71% of 60,021 complaints, MahaRERA 82.03% of 34,485, and Karnataka RERA 81.54%.

Uttar Pradesh is the complaints capital. Its 58,545 complaints at September 2025 were nearly 39% of all RERA complaints filed in India. Back in November 2023, UP alone accounted for 38% of all disposed cases, Haryana for 18% and Maharashtra for 13%, which tells you where the stalled projects of the 2010s were concentrated: Noida, Greater Noida and Gurugram.

Maharashtra's own Economic Survey gives a slightly different count from the ministry tracker: 32,377 complaints received and 26,011 addressed by December 2025, leaving 6,366 pending, which works out to about 80%. The tracker figure of 34,485 is the one we use for comparison because it is on the same basis as the other states. MahaRERA also says 79% of its complaints relate to projects that began before RERA existed.

Refund and recovery orders: how much money do buyers get back?

UP RERA publishes the most detailed recovery numbers of any state. By mid-2026 it said homebuyers had recovered ₹2,173.78 crore across more than 8,000 delayed and stalled projects through recovery proceedings and settlements. Its January 2026 breakdown is useful: of 6,018 recovery certificates issued, ₹1,505 crore was recovered through the district administration and paid straight into allottees' bank accounts, and in another 1,734 cases promoters paid ₹535 crore after settling.

Divide the ₹1,505 crore by 6,018 certificates and the average recovery is about ₹25 lakh per case. That is the realistic shape of a RERA refund in NCR: slow, enforced through the collector, but real money. Most other states do not publish a comparable recovery total, so treat the UP figure as the best available benchmark rather than a national number.

Haryana and Gurugram: where RERA works fastest

For our readers this is the number that matters most: RERA Gurugram disposes of complaints faster and more completely than any other large authority. It decided 5,024 complaints in 2025 alone, cleared every case pending as of 31 March 2025, and is targeting an average disposal time of 6 to 9 months, down from 12 to 15 months. Haryana was already the second-largest disposer of complaints nationally in 2022, with about 20,539 cases.

Gurugram is also busy on the supply side, with 131 projects and 35,455 units registered in 2025. We go deeper into Gurugram's project approvals, agent registrations and delay-interest orders on our Haryana RERA Gurugram statistics page.

What the numbers mean for a buyer

Three practical takeaways. First, registration is now the norm, so the absence of a RERA number is a red flag in itself. Second, a complaint will usually be decided, but a decision is not a cheque; in UP the average enforced recovery works out to around ₹25 lakh, and it comes through the collector, not overnight. Third, the regulator you fall under matters. A Gurugram buyer has a better shot at a quick order than a buyer almost anywhere else in India.

Before you pay a booking amount, check the project's registration, its approved completion date and any complaints already filed against it. Our RERA checklist walks through exactly what to look for.

29 states and UTs had a functioning RERA appellate tribunal at the September 2025 Central Advisory Council meeting, against 35 with a regulatory authority.

Yes, though enforcement is slow. UP RERA reports ₹2,173.78 crore recovered for buyers by mid-2026, including ₹1,505 crore enforced through 6,018 recovery certificates. That is an average of roughly ₹25 lakh per certificate.

About 12 to 15 months on average as of April 2026, with a target of 6 to 9 months. It decided 5,024 complaints in 2025.

How we compiled these figures

National totals come from the Ministry of Housing and Urban Affairs update presented at the fifth Central Advisory Council meeting (September 2025), as reported by PTI and Construction World; the ministry's own website was unreachable when we checked. Earlier national points come from Anarock's analysis of ministry data (October 2022, November 2023) and the Economic Survey 2023-24 (July 2024). State figures come from the ministry's RERA tracker as reported by The Tribune (April 2026), the Maharashtra Economic Survey 2025-26, and UP RERA's own reports carried by Outlook Money and The Realty Today. Where two sources differ (for example MahaRERA complaints in the ministry tracker versus the state survey) we say so and use the figure on a like-for-like basis. Average recovery per certificate is our own division of UP RERA's published totals. 'Disposed' means an order was passed, not that money changed hands. We update this page quarterly.
