Gurgaon Crime Rate and Safety Statistics 2026: NCRB and Police Data

By Aapt Dubey · Updated · 10 sources

NCRB does not publish a separate crime rate for Gurugram, so the best official guide is Haryana's: 739.3 cognisable crimes per lakh people in 2023, against 1,602 in Delhi and 448.3 nationally. Gurugram police recorded 85 murders and 145 rape cases in 2025, and reported cyber fraud losses fell to ₹287 crore from ₹387 crore in 2024.

What is the crime rate in Gurgaon?

There is no official per capita crime rate for Gurugram on its own. NCRB's Crime in India report publishes city tables only for its list of metropolitan cities, and Gurugram is not on that list. So the honest answer starts with the state figure and then uses Gurugram police's own counts.

In 2023 Haryana recorded 2.24 lakh cognisable cases under the IPC and special and local laws, a rate of 739.3 per lakh population. That was the fourth highest among states, behind Kerala at 1,631.2, Delhi at 1,602 and Gujarat at 806.3. The national rate was 448.3. A high rate can also reflect how readily a state registers FIRs, so read it as a measure of recorded crime rather than a direct measure of danger on the street.

Haryana's own police data, which is counted differently from NCRB, showed registered cases falling from 1,59,610 in 2023 to 1,36,269 in 2024, a drop of 14.62%. Murders in the state fell from 1,042 to 950 over the same period.

What happens after a case is registered matters as much. NCRB's 2023 data puts Haryana's conviction rate for IPC crimes at 30.9%, against 59.6% for special and local law cases. In plain terms, fewer than one in three IPC cases that reach a verdict end in conviction, which is a weakness of the system rather than of any one city.

Gurugram crime numbers by year: murder, rape, snatching and theft

Gurugram police release year-end figures to the press rather than a full annual report. Murders were 75 in 2021, 88 in 2022 and 85 in 2025. For the first nine months of 2023 (January to 2 October) police registered 61 murders against 70 in the same period of 2022. We could not find a published full-year count for 2023 or 2024, so we have left those years out rather than guess.

Rape cases fell from 185 in 2024 to 145 in 2025. Snatching rose from 170 in 2021 to 218 in 2022, and police still describe it as a steady problem, putting it at around 250 cases a year, mostly mobile phones. Detection is uneven: in January to October 2023 police solved 56 of 130 snatching cases, or 43%, against 67% a year earlier.

Vehicle theft is the volume crime. There were 3,594 cases in 2021, 3,523 in 2022 and over 3,000 again in 2025. For a resident the practical lesson is about parking: covered, gated parking matters more in Gurgaon than most buyers assume.

Is Gurgaon safe for women?

At state level the trend is improving but still above the national average. NCRB's 2024 report puts Haryana's rate of crimes against women at 96.4 per lakh women, down from 110.3 in 2023. The national rate is 64.6. Delhi is at 130.7 and Uttar Pradesh, which covers Noida, at 58.

In 2023 Haryana registered 15,758 crimes against women, including 1,772 rapes, with a chargesheet rate of 56% and a conviction rate of 13.6%. The conviction figure is the one that worries us most, because it shapes how much a complaint actually achieves. Of 6,006 trials concluded in 2023 for crimes against women in the state, 818 ended in conviction.

Locally, Gurugram police said in July 2024 they had identified more than 25 spots that are unsafe for women, down from 40 after GMDA installed cameras at some of them. The named spots included Vatika Chowk in Sector 49, the Government Girls' College in Sector 52, and the Sikanderpur, MG Road and IFFCO Chowk metro stations. The city then had nearly 850 women police personnel.

Cyber crime in Gurugram

Cyber fraud is now the crime most Gurgaon residents are likely to meet. Police received 41,395 complaints in 2025, up from 40,051 in 2024. The amount defrauded fell to ₹287 crore from ₹387 crore, and arrests of cyber criminals rose to 2,649 from 1,868, including 25 bank employees.

Haryana also had the highest rate of crime against children among states in NCRB's 2024 report, at 82.8 per lakh child population, with 7,547 cases. That is a state figure, not a Gurugram one, but parents comparing cities will see it quoted.

Is Gurgaon safer than Delhi or Noida?

On the official state rates, Haryana records less crime per head than Delhi: 739.3 against 1,602 cognisable cases per lakh in 2023, and 96.4 against 130.7 crimes against women per lakh women in 2024. Uttar Pradesh records less than both on crimes against women, at 58 in 2024.

A city-to-city answer is not possible from official data. NCRB does not publish a rate for Gurugram, Noida (Gautam Buddh Nagar) or Faridabad, and the police commissionerates do not publish population-based rates either. Any website giving you a precise Gurgaon versus Noida crime rate is either using a crowd survey or doing its own arithmetic.

Our view as people who show homes across the city: safety in Gurgaon is very local. A gated society with controlled entry, staffed gates and covered parking in DLF City, Golf Course Road or Sector 54 is a different experience from an unlit service road next to a construction site. Ask the RWA about incidents in the last year before you buy.

Safety infrastructure: CCTV, policing and emergency response

GMDA's city surveillance network is the main public investment. Phase I put about 1,200 cameras in place, including 308 number plate recognition cameras and 48 face recognition units. Phase II adds 2,722 cameras, and a Maruti Suzuki partnership is adding 365 cameras and 29 speed radars at 23 junctions. Together GMDA is targeting 4,287 cameras by December 2026.

Haryana's Dial 112 emergency line answered complaints in an average of 6 minutes 41 seconds in 2024, down from 16 minutes 14 seconds in 2021. That is a state average, and response in outer sectors with poor road access will be slower.

Frequently asked questions

NCRB does not publish a separate rate for Gurugram. Haryana's rate was 739.3 cognisable cases per lakh population in 2023, fourth highest among states, against 448.3 nationally. Gurugram police reported 85 murders and 145 rape cases in 2025.

For most residents in gated societies, day-to-day risk is mainly property crime and cyber fraud: over 3,000 vehicle thefts and ₹287 crore of reported cyber fraud in 2025. Violent crime is lower in volume, with 85 murders in 2025. Safety varies sharply by micro-location.

On official state rates, yes. Haryana recorded 739.3 cognisable crimes per lakh people in 2023 against Delhi's 1,602, and 96.4 crimes against women per lakh women in 2024 against Delhi's 130.7. These are state level figures, not city level.

There is no official city level rate for either. At state level, Uttar Pradesh recorded 58 crimes against women per lakh women in 2024 against Haryana's 96.4. Any precise Gurgaon versus Noida figure you see online is not from NCRB.

Gurugram police identified more than 25 spots unsafe for women in July 2024, including Vatika Chowk, Sector 52's Government Girls' College and the Sikanderpur, MG Road and IFFCO Chowk metro stations. Haryana's crimes against women rate fell to 96.4 per lakh women in 2024 from 110.3 in 2023.

GMDA's public network had about 1,200 cameras after Phase I, and it is targeting 4,287 by December 2026 once Phase II (2,722 cameras) and 365 cameras at 23 junctions under the Maruti Suzuki partnership are in place. Private cameras in societies are additional.

Gurugram police received 41,395 cyber fraud complaints in 2025, up from 40,051 in 2024. Reported losses fell to ₹287 crore from ₹387 crore, and arrests rose to 2,649 from 1,868.

Haryana Police data shows registered cases fell 14.62% from 1,59,610 in 2023 to 1,36,269 in 2024, and murders fell from 1,042 to 950. NCRB's crimes against women rate for the state fell from 110.3 to 96.4 per lakh women between 2023 and 2024.

How we compiled these figures

State-level rates come from NCRB's Crime in India 2023 and 2024 reports as published by The Tribune, ETV Bharat and Ashoka University's Centre for Economic Data and Analysis; the NCRB website itself could not be reached during research. Gurugram figures are the police department's year-end numbers as reported by The Tribune and are counts, not rates, because no official population base for the commissionerate is published. We have not computed per capita rates for Gurugram, Noida or Faridabad. Where a full-year count was not published, the table says so. Haryana Police and NCRB count cases differently, so the two series should not be mixed. Updated each year after NCRB's release and the police year-end briefing.
