How many properties are registered in Gurugram each year?
Haryana does not publish a district-wise annual count of sale deeds in a downloadable report. The revenue department's Deeds Dashboard on jamabandi.nic.in lets anyone pull registrations by district, tehsil and date range, but it sits behind a captcha, so we cannot quote a full-year Gurugram total here without inventing one. What is published gives a useful picture of the volume and money flowing through Gurugram's nine registration offices.
The best recent official count is from the paperless registration system. At a review in Gurugram in August 2026, officials reported 53,529 registration tokens generated across the district's tehsils since the system began, of which 42,853 had been approved and 1,364 were pending. The same review found 7,585 mutation cases pending, the step after registration where the land record is updated in the buyer's name.

Stamp duty and registration revenue in Haryana
Stamp duty and registration fees brought Haryana ₹10,492 crore in 2024-25, against a budget estimate of ₹15,101 crore, a shortfall of 31%. The year before, collections were ₹10,529 crore. For 2025-26 the state budgeted ₹16,555 crore and revised that down to ₹15,500 crore, and for 2026-27 it has budgeted ₹19,500 crore, 26% above the revised figure.
That jump is built on the circle rate revisions. Collector rates were raised from 1 December 2024 and again from 1 April 2026, when most Gurugram plot rates went up 25% to 75%. Higher collector values mean higher minimum duty on every registry, even if the number of deals stays flat. The budget does not split this revenue by district.

What it costs to register a property in Gurugram
Stamp duty in Haryana depends on where the property is and who buys it. Inside municipal limits, which covers almost all of Gurugram's sectors, a man pays 7%, a woman 5% and joint owners 6%. In rural areas the rates are 5% for men, 3% for women and 4% for joint owners. Duty is charged on the higher of the agreed price and the collector value.
The registration fee is on a slab and is capped. A deed above ₹25 lakh and up to ₹30 lakh pays ₹15,000, one between ₹50 lakh and ₹60 lakh pays ₹30,000, and any deed above ₹90 lakh pays a flat ₹50,000. On a ₹5 crore apartment registered by a man, that is ₹35 lakh in stamp duty against just ₹50,000 in registration fee.
In June 2025 Haryana announced that 1% of stamp duty revenue would go to panchayati raj bodies; officials put that share at nearly ₹572 crore.
| Value of the deed | Registration fee |
|---|---|
| Up to ₹50,000 | ₹100 |
| ₹1 lakh to ₹5 lakh | ₹1,000 |
| ₹10 lakh to ₹20 lakh | ₹10,000 |
| ₹20 lakh to ₹25 lakh | ₹12,500 |
| ₹25 lakh to ₹30 lakh | ₹15,000 |
| ₹30 lakh to ₹40 lakh | ₹20,000 |
| ₹40 lakh to ₹50 lakh | ₹25,000 |
| ₹50 lakh to ₹60 lakh | ₹30,000 |
| ₹80 lakh to ₹90 lakh | ₹45,000 |
| Above ₹90 lakh | ₹50,000 |

How property registration works in Gurugram now
Registration is done through WebHalris, which the revenue department says is running in all 143 tehsils in Haryana and is linked to the EGRAS treasury portal for paying duty. Buyers book a deed registration appointment online, pay stamp duty through EGRAS, and use the standard deed templates published on jamabandi.nic.in before visiting the sub-registrar. The paperless system issues a token for each deed, which is how the August 2026 count above was produced.
In Gurugram you register at the office for the tehsil your property falls in: Gurugram, Wazirabad, Badshahpur, Kadipur, Harsaru, Manesar, Sohna, Farrukhnagar or Pataudi. Most Golf Course Road and DLF property goes to Wazirabad, the Golf Course Extension Road and SPR mostly to Badshahpur, and the Dwarka Expressway sectors 99 to 110 to Kadipur. Check the village in your conveyance papers, because that decides the office.
Builder floor registrations and the stamp duty push
Builder floors have been a big part of Gurugram's registry volume and a focus for the revenue department. In December 2024 the district raised the per sq ft value used for floor registrations to ₹9,300 from ₹7,150, and The Tribune reported that around 50,000 floors were sitting in unregistered inventory in the city. In the 2026-27 list the floor rate for licensed colonies and HUDA sectors in Wazirabad is ₹11,330 per sq ft.
For buyers, the point is simple: a floor that changed hands on paper below these values in the past will now attract duty on the higher official figure.
Registered luxury deals: ₹10 crore and above
Analytics firm CRE Matrix, working with India Sotheby's International Realty, tracked 1,494 Gurugram homes sold at ₹10 crore or more in 2025, worth ₹24,120 crore in total. That compares with 519 homes worth ₹13,384 crore in 2024 and 155 homes worth ₹4,004 crore in 2023. By corridor, the Dwarka Expressway's luxury sales went from ₹383 crore to ₹8,347 crore, Golf Course Road fell from ₹9,259 crore to ₹6,710 crore, and Sohna Road rose from ₹1,140 crore to ₹2,493 crore.
These are the deals that generate the largest stamp duty cheques. At 7%, ₹24,120 crore of sales implies duty in the region of ₹1,700 crore if all were registered by men at the full price in the same year, though in practice registration of under-construction homes happens later.

RERA registration is not property registration
Buyers often mix up two registrations. RERA registration is the project's licence to sell; the sale deed is your title. In 2025 Gurugram RERA registered 131 projects with 35,455 units. Those units will only show up in the sub-registrar's books when each buyer executes a conveyance deed, usually after the occupation certificate. So a jump in RERA registrations today is a jump in deed registrations later.
If you bought in a project launched in the last two or three years, keep the stamp duty money aside rather than treating it as a far-off cost. The duty will be worked out on the collector rate in force when you register, not the rate when you booked, and the 2026-27 list has already raised group housing flat rates by about 10% and plot rates by much more. A buyer of a ₹3 crore flat registering as a man in an urban sector should budget ₹21 lakh in duty and ₹50,000 in fee, plus the deed writer and other small charges.
Frequently asked questions
Haryana does not publish an annual district total in a report. The latest official figure is from the paperless system: 53,529 registration tokens generated across Gurugram tehsils, 42,853 approved and 1,364 pending as of 9 August 2026. The jamabandi.nic.in Deeds Dashboard can show counts for any date range.
Stamp duty is 7% for men, 5% for women and 6% for joint owners in urban areas, on the higher of the deal value and collector value. The registration fee is on a slab and is capped at ₹50,000 for any deed above ₹90 lakh.
₹10,492 crore in 2024-25 and ₹10,529 crore in 2023-24, according to budget documents analysed by PRS. The 2025-26 revised estimate is ₹15,500 crore and the 2026-27 budget estimate is ₹19,500 crore.
Partly. You book the deed registration appointment online on jamabandi.nic.in, pay stamp duty through the EGRAS portal and use standard deed templates. Under the paperless system each deed gets a token that the sub-registrar approves.
The sub-registrar for the tehsil your revenue village falls in. Gurugram district has nine: Gurugram, Wazirabad, Badshahpur, Kadipur, Harsaru, Manesar, Sohna, Farrukhnagar and Pataudi. DLF City and Golf Course Road fall mostly under Wazirabad and Dwarka Expressway sectors 99 to 110 under Kadipur.
Mutation updates the land record to show the new owner after the deed is registered. In August 2026 Gurugram had 7,585 mutation cases pending, and the state's revenue chief asked the district to clear them faster.
No. RERA registration covers the project; property registration is the sale or conveyance deed in your name at the sub-registrar. Gurugram RERA registered 131 projects with 35,455 units in 2025, which will become deed registrations only as each unit is conveyed.
How we compiled these figures
Figures come from Haryana budget documents as analysed by PRS Legislative Research, the Haryana revenue department's published fee schedule and jamabandi portal, official figures released at a district review and reported by UNI, Tribune reports, the Gurugram district collector rate list, Gurugram RERA data as reported by Outlook Money, and CRE Matrix with India Sotheby's International Realty for luxury sales. State revenue is not split by district in the budget. A full-year count of sale deeds for Gurugram is available only through the captcha-protected Deeds Dashboard on jamabandi.nic.in and is not reproduced here. The stamp duty estimate on luxury sales is our arithmetic and only indicative. Updated quarterly.
