What is the circle rate for a builder floor in Gurgaon in 2026-27?

The district administration publishes a separate collector rate for floors, quoted per sq ft of the floor rather than per sq yd of the plot. For 2026-27, effective 1 April 2026, the highest floor rate is ₹11,330 per sq ft in Wazirabad tehsil, the revenue area that takes in DLF Phases I to V, Sushant Lok, South City, Nirvana and Sectors 40 to 57. Badshahpur is next at ₹10,000, and the old city sectors under Gurugram tehsil sit at ₹9,700.

The newer belts are cheaper on paper. Harsaru, which covers Sectors 84 to 95 in New Gurgaon, lists floors in licensed colonies at ₹8,500. Manesar lists independent floors built by private developers in Sectors 76 to 90 at ₹8,300. Kadipur, which includes the Dwarka Expressway sectors, is at ₹7,500 and Sohna at ₹6,000. Most tehsils raised the floor rate by about 10% this year, which is mild next to the 25% to 75% jumps on plot rates.

This number matters because stamp duty and registration are charged on the higher of the deal value and the collector rate. A 2,000 sq ft floor in a DLF phase has a minimum registration value of about ₹2.27 crore at ₹11,330 per sq ft. Real deals in DLF Phases I to IV run well above that, so for most buyers in the core the circle rate is a floor under the price, not a guide to it.

Builder floor plot rates: DLF Phases, Sushant Lok, South City and Sectors 40 to 57

A builder floor is a share of a plot, so the plot circle rate is the better guide to where land value sits. In the Wazirabad list for 2026-27, residential plots in DLF Phase V carry the highest rate at ₹2,52,000 per sq yd, a 75% rise. Nirvana is at ₹2,11,680, DLF Phases II and IV at ₹2,08,800, DLF Phase I at ₹1,98,360 and South City I at ₹1,92,000.

The second tier is Sushant Lok I at ₹1,63,410, Sectors 53 and 54 at ₹1,49,760, and South City II at ₹1,43,800. Sushant Lok II and III, and the HUDA sectors 45 to 52 along Sohna Road, sit between ₹1,07,640 and ₹1,20,750. Sohna's developed sectors are at ₹42,510.

Read these as official minimums. They tell you the order of the market, DLF V and Nirvana at the top, the Sohna Road HUDA sectors below, quite accurately. They do not tell you the deal price, which in the DLF phases is typically well above the circle rate.

What DLF builder floors actually sell for

DLF is the one developer that publishes enough on its floors to give a price trail. In November 2020 it said it had sold 88 premium floors across 22 plots in DLF City Phase 3 at ₹3.75 to ₹4.25 crore each. By June 2021 that had grown to 551 floors sold since October 2020 for about ₹1,230 crore, launched at ₹11,000 to ₹15,000 per sq ft in DLF Phases 1 to 5 and at ₹6,000 to ₹6,500 per sq ft in DLF Gardencity, New Gurugram.

In September 2023 DLF announced 92 more floors on corner plots at ₹4 to ₹5.5 crore each for 2,400 to 3,100 sq ft, and said it had launched and sold floors worth ₹7,650 crore in Gurugram and the Chandigarh tricity. Those are launch prices, not today's resale prices, and they are from 2020 to 2023. Treat them as the bottom of the current DLF range.

Outside DLF, Birla Estates prices its Birla Navya floors in Sector 63A from ₹5.77 crore onwards on its official page. On our own listings, developer floors currently range from ₹3.1 to ₹5.9 crore in DLF City Phase 4 and ₹2.47 to ₹5.18 crore at DLF Garden City in Sector 92, down to ₹64.5 lakh for the smallest Central Park Flower Valley floors in Sohna.

Builder floor vs apartment in Gurgaon: what the numbers show

The clearest data point on size comes from ANAROCK in 2021: the average builder floor was 2,000 sq ft against 1,375 sq ft for an apartment. That gap is the whole pitch of the format. You get roughly 45% more space, one home per level and no shared lobby.

On the official rate card the two formats are close, and in the core the floor is actually rated higher. In Wazirabad, flats in group housing in Sectors 15 to 57 carry ₹10,780 per sq ft against ₹11,330 for a floor. In Badshahpur both are at ₹10,000. In Gurugram tehsil it flips, with group housing in the old sectors at ₹11,550 and floors at ₹9,700. In New Gurgaon flats are at ₹7,000 and floors at ₹8,500.

Supply has swung a lot. ANAROCK counted about 4,500 independent floors launched in Gurugram and Faridabad in the first nine months of 2021, over 40% of all launches there, after only 2,990 floors in the whole of 2016 to 2020. Our read: floors suit a buyer who wants space and land share in an established colony, and accepts doing their own maintenance. Apartments suit someone who wants a clubhouse, managed security and an easier resale.

S+4 rules: how many floors can you build on a plot in Gurugram?

Haryana allowed registration of a fourth floor as a separate dwelling unit in 2019. In February 2023 the state put the stilt plus four policy on hold, and plot owners waited most of a year for a decision. On 2 July 2024 the Town and Country Planning Department notified a revised policy allowing stilt plus four floors on residential plots, up from stilt plus three, covering about 3.23 lakh plot owners: 1.68 lakh in HSVP sectors and 1.55 lakh in licensed colonies.

The 2024 conditions were specific. The plot's layout had to allow three floors and face a road 10 m or wider. The owner needed a no objection from adjoining owners, or else had to leave a 1.8 m side setback on all floors. Basements were barred on plots under 250 sq m. Unauthorised S+4 buildings could be regularised at a composition fee of 10 times the normal rate, and if the stilt was enclosed the approval or occupation certificate was treated as withdrawn.

On 2 April 2026 the Punjab and Haryana High Court restrained the state from implementing the 2024 notification, citing the lack of an infrastructure capacity audit. A report placed before the court found that internal roads in DLF Phase I, Sector 28, meant to be 10 to 12 m wide had only 3.9 to 4.8 m of usable carriageway. By May 2026 the court was told about 2,000 notices had been issued in Gurugram for covering stilt areas, with nearly 500 restoration orders passed. The case is still pending.

What the S+4 stay means if you are buying a builder floor now

If you are buying a fourth floor, or any floor in a building approved under the 2024 policy, ask for the sanctioned building plan and the occupation certificate before anything else. A floor in a building that already holds an OC is in a far better position than one that is still under construction and waiting on approvals.

Check the stilt. Enclosing the stilt for a room or shop is exactly what the 2,000 notices were about, and the 2024 policy says an enclosed stilt cancels the approval. Check the land share and roof rights in the sale deed as well. Our guide on builder floors covers those two points in detail.

For pricing, use the plot rate tables above as a ranking and the DLF launch prices as a floor for the core. Then ask for two or three recent registered deals in the same block. Corner, park-facing and wide-road plots carry real premiums, and the new S+4 uncertainty may widen the gap between buildings with and without a valid fourth floor approval.

Frequently asked questions

For 2026-27 it ranges from ₹6,000 per sq ft in Sohna to ₹11,330 per sq ft in Wazirabad tehsil, which covers the DLF phases, Sushant Lok, South City and Sectors 40 to 57. Badshahpur is ₹10,000, Gurugram tehsil ₹9,700 and Harsaru ₹8,500.

DLF launched floors in Phases 1 to 5 at ₹11,000 to ₹15,000 per sq ft in 2020-21, and its 2023 corner-plot floors at ₹4 to ₹5.5 crore each. On our current listings, DLF floors in Phase 1 and 3 range from ₹6 to ₹8.8 crore. The 2026-27 plot circle rate for DLF Phase I is ₹1,98,360 per sq yd.

Not for new approvals. The Punjab and Haryana High Court stayed the 2 July 2024 stilt plus four notification on 2 April 2026. Buildings already approved keep their sanction, but the whole policy depends on the outcome of the PIL.

Per sq ft, often yes outside the core, and floors are larger: ANAROCK put the average floor at 2,000 sq ft against 1,375 sq ft for an apartment in 2021. On circle rates, though, Wazirabad rates floors at ₹11,330 per sq ft against ₹10,780 for group housing flats in 2026-27.

Duty is charged on the higher of the sale price and the collector value, which for floors is the per sq ft floor rate times the floor area. At ₹11,330 per sq ft, a 2,000 sq ft floor in Wazirabad tehsil has a minimum value of about ₹2.27 crore for 2026-27.

Under the 2024 policy, the stilt must stay open for parking. If the stilt area is partly or fully enclosed, the building plan approval or occupation certificate is treated as withdrawn. Gurugram authorities had issued about 2,000 notices for covered stilts by May 2026.

The DLF phases, Sushant Lok, South City, Nirvana and the HUDA sectors along Sohna Road hold most of the older stock. Newer developer floors are in DLF Gardencity in Sectors 91 to 93, Birla Navya in Sector 63A and Central Park Flower Valley in Sohna.

The value sits in the land share. Plot circle rates in builder floor colonies rose 25% to 75% for 2026-27, against about 10% for floor rates. The risk this year is approvals: with S+4 stayed in Gurugram, buy a floor that already has an occupation certificate.

How we compiled these figures

Collector rates are read directly from the seven 2026-27 final collector rate lists published by the Gurugram district administration (Wazirabad, Badshahpur, Gurugram, Kadipur, Manesar, Harsaru and Sohna tehsils), which are scanned PDFs; we rendered the relevant pages and transcribed the figures. Plot rates are from the residential rows of the Wazirabad and Sohna lists. Policy details come from Tribune reports of the 2024 notification and the 2026 High Court hearings. DLF prices are launch prices stated by the company to PTI and Business Today, not resale prices. Listing price ranges are the asking ranges on Curated Homes project pages as of October 2026. No research firm publishes a current builder floor price index for Gurgaon, so we do not quote one. We update this page each April when new collector rates are notified and when the S+4 case is decided.
