By Aapt Dubey · Updated · 11 sources

Haryana's property market runs mostly through Gurugram. The state budgets ₹19,500 crore from stamp duty and registration in 2026-27, 26% above 2025-26's revised ₹15,500 crore. Gurgaon-Manesar paid 60% of Haryana's ₹5,849 crore of EDC in 2024-25, HARERA Gurugram approved 131 projects worth ₹86,588 crore in 2025, and Gurugram took 42% of NCR home sales in H1 2026.

How big is Haryana's economy and population?

Haryana's GSDP for 2026-27 is projected at ₹15,18,223 crore at current prices, 11% more than the year before, according to PRS Legislative Research's analysis of the state budget presented on 2 March 2026. Per capita GSDP in 2025-26 is ₹4,41,216, against an all-India per capita GDP of ₹2,51,393. Services make up an estimated 54% of the state's economy, manufacturing 28% and agriculture 18%.

UIDAI's June 2026 Aadhaar report uses a projected 2026 population of 3,12,99,000 for Haryana. There has been no census since 2011, and the 2011 numbers show how lopsided growth has been: Gurgaon district grew 73.1% in 2001 to 2011 while the state grew 19.9%. In 2011, 68.8% of Gurgaon district's 15,14,432 people lived in urban areas, and the district alone held 11.8% of Haryana's urban population.

For a buyer, this is why Haryana real estate data and Gurugram data are so close to being the same thing. Most of the money, the licences and the RERA approvals sit in one district.

How much does Haryana earn from stamp duty and registration?

Haryana budgets ₹19,500 crore from stamp duty and registration fees in 2026-27, up 26% on the 2025-26 revised estimate of ₹15,500 crore. That would be about 18.6% of the state's own tax revenue of ₹1,04,640 crore; State GST is the biggest head at about half.

Treat the budget number with care. In 2024-25 the state budgeted ₹15,101 crore and actually collected ₹10,492 crore, a 31% shortfall, which was slightly below the ₹10,529 crore collected in 2023-24. Collections were ₹8,607 crore in 2022-23. So the actual trend is steady growth, while the budget lines have run well ahead of it.

What it means for buyers: registration revenue depends on both deal volumes and circle rates, and the state has a clear incentive to keep circle rates rising. See our stamp duty and circle rate pages for the per-deal maths.

On the spending side, Haryana has allocated 3.8% of its 2026-27 expenditure to urban development, above the 3.2% average across states in 2025-26, according to PRS. The urban development head is budgeted at ₹6,963 crore for 2026-27, against ₹3,984 crore actually spent in 2024-25. Much of what buyers pay as stamp duty and EDC is supposed to come back through this line.

How much EDC does Haryana collect, and from where?

External development charges (EDC) are what developers pay the state for trunk roads, water and sewerage when they get a licence, and the cost ends up in flat prices. DTCP's EDC dashboard shows receipts of ₹5,848.7 crore in 2024-25, up from ₹1,808.9 crore in 2020-21 and ₹5,031.0 crore in 2023-24.

Gurgaon-Manesar alone paid ₹3,516.4 crore in 2024-25, or 60% of the state total. Add Sohna (₹603.0 crore) and the smaller Gurugram district towns and the district's share is about 71%. Panipat (₹476.9 crore), Sonipat (₹327.6 crore) and Faridabad (₹303.5 crore) are the next largest.

The same dashboard lists ₹1,177.9 crore for 2025-26, which looks like a partial year, so we have not charted it.

How much land does DTCP license each year?

DTCP licensed 2,905 acres for development in 2025 across all uses, and 2,973 acres so far in 2026, already more than the whole of 2025. The peak in recent years was 3,239 acres in 2023.

The mix has shifted away from classic group housing. Residential group housing licences were only 75.8 acres in 2025, against 447 to 1,172 acres a year in 2008 to 2014. Plotted affordable colonies under Deen Dayal Jan Awas Yojana took 1,093 acres in 2025, and industrial colonies in agricultural zones 605 acres. New Integrated Licencing Policy (NILP) residential licences added 261 acres.

Our reading: the new apartment supply in Gurugram is coming from land licensed years ago, plus TOD and NILP sites, while fresh licensed land is going to plotted and industrial use. That supports prices for ready group housing land in established sectors.

How many affordable housing projects does Haryana have?

DTCP's circle-wise list shows 193 licensed projects under the Affordable Housing Policy (the small-flat group housing scheme) and 732 colonies under Deen Dayal Jan Awas Yojana, the affordable plotted scheme from 2016. For comparison, the same list has 466 licensed residential group housing colonies.

The Gurugram circle, which also covers Rewari, Bawal, Dharuhera and Pataudi, has 142 of the 193 affordable group housing projects, 111 of them in Gurgaon-Manesar. DDJAY is spread more widely: the Rohtak circle has 250 colonies and Panchkula 147, against 183 in Gurugram.

For buyers of affordable flats, the size of this pipeline matters. In Gurugram, most of it sits in Gurgaon-Manesar and Sohna.

How many projects does HARERA register?

HARERA Gurugram registered 131 projects in 2025, worth ₹86,588 crore and covering 35,455 units, of which 31,455 were residential and about 4,000 commercial or office units, according to the authority's data reported by Outlook Money. In January to June 2026 it approved 51 projects worth about ₹34,000 crore with 16,727 units, including 15,403 homes, per Business Today.

HARERA also sits at Panchkula, but we could not find recent published registration totals for that bench, so this section uses Gurugram figures only. For complaint and delay data, see our HARERA Gurugram statistics page.

Housing sales in Gurugram, Faridabad, Sonipat and Panchkula

Knight Frank counted 24,862 home sales across NCR in H1 2026, down 7% year on year. Gurugram took 42%, roughly 10,400 units by our calculation, down from 51% a year earlier; Faridabad took 4%, up from 1%. On supply, Gurugram had 50% of NCR launches and Faridabad 6%.

Prices moved the other way. Knight Frank's weighted average for Gurugram was ₹18,354 per sq ft in H1 2026, up 6% in 12 months, while Faridabad was ₹8,370, up 18%. Faridabad is less than half Gurugram's price and gaining faster from a low base.

Sonipat and Panchkula are not tracked separately by the big research firms. The EDC data is the best proxy we have: Sonipat developers paid ₹327.6 crore in 2024-25, the most of any town outside Gurugram except Panipat, while Panchkula's towns paid much smaller sums.

₹10,492 crore actually came in during 2024-25. The 2025-26 revised estimate is ₹15,500 crore and the 2026-27 budget expects ₹19,500 crore, though past budgets have overshot actual collections by a wide margin.

Gurugram, by every measure we have. Gurgaon-Manesar paid 60% of Haryana's EDC in 2024-25, the Gurugram circle holds 142 of 193 affordable group housing projects, and Gurugram accounted for 42% of NCR home sales in H1 2026.

DTCP lists 193 licensed projects under the Affordable Housing Policy and 732 Deen Dayal Jan Awas Yojana plotted colonies as of October 2026. The Gurugram circle has 142 of the affordable group housing projects.

EDC is the external development charge developers pay for city-level infrastructure when they get a licence. DTCP received ₹5,848.7 crore in 2024-25, up from ₹1,808.9 crore in 2020-21, with Gurgaon-Manesar contributing ₹3,516.4 crore.

131 projects worth ₹86,588 crore and 35,455 units in calendar 2025. In the first half of 2026 it approved 51 more, with 16,727 units.

GSDP is projected at ₹15,18,223 crore for 2026-27 at current prices. Per capita GSDP was ₹4,41,216 in 2025-26, compared with India's per capita GDP of ₹2,51,393 (PRS).

There is no fresh census. UIDAI uses a projected 2026 population of 3,12,99,000 for Haryana in its June 2026 Aadhaar report.

How we compiled these figures

Budget figures are from PRS Legislative Research's analyses of the Haryana budgets for 2024-25, 2025-26 and 2026-27, which compile the state's budget documents; actuals, revised and budget estimates are labelled separately. EDC receipts, licensed area by use and circle-wise colony counts were read from DTCP Haryana's public dashboards in October 2026; year-wise licensed area is our sum of DTCP's use categories, and DTCP's labels on the EDC page suggest the 2025-26 column is incomplete. HARERA approvals come from authority data reported by Outlook Money and Business Today. Sales shares and prices are Knight Frank's H1 2026 NCR data; Gurugram unit sales are our calculation from its share. Population uses UIDAI's 2026 projection and the 2011 Census District Census Handbook for Gurgaon. Updated quarterly.
